Current Market Overview
- Economy: Nissan Leaf, Chevrolet Equinox EV — affordable daily drivers starting under $35,000
- Mid-range: Tesla Model 3/Y, Hyundai Ioniq 5/6 — balance of range and features
- Premium: BMW iX, Mercedes EQS — luxury electric driving
- Trucks/SUVs: Ford F-150 Lightning, Rivian R1T, Chevy Silverado EV — work and recreation
Total Cost of Ownership — California Rates
EVs cost significantly less to operate than gasoline vehicles, but the electricity cost advantage varies by state. For California residents, including Fort Mojave community members served by AHA-MACAV Power Service:
- Electricity cost per mile: California's average residential electricity rate is approximately $0.27/kWh. A typical EV averages about 3 miles per kWh. That's $0.27 ÷ 3 = approximately 9 cents per mile for electricity. (Note: rates cited as "3–5 cents per mile" reflect states with electricity at $0.09–$0.15/kWh — not California.)
- Gasoline cost per mile: At $4.50/gallon and 30 MPG, gasoline costs about 15 cents per mile.
- Savings: Even at CA electricity rates, EVs save approximately 6 cents per mile vs. gasoline — about $900/year at 15,000 miles annually.
- Maintenance savings: No oil changes, reduced brake service, no exhaust or timing belt. Typical EV maintenance savings: $800–$1,200/year vs. a comparable ICE vehicle.
IRA Tax Credit Eligibility
The federal EV tax credit has strict eligibility rules: income limits ($150K single / $300K joint), MSRP caps ($55K sedans / $80K trucks+SUVs), and North American assembly requirement. Check fueleconomy.gov for the current qualifying vehicle list before purchasing. A separate $4,000 used EV credit (Section 25E) has lower income limits.
Federal Tax Credit — IRA Section 30D (Critical Eligibility Rules)
Federal EV tax credits up to $7,500 are available under IRA Section 30D. Important eligibility rules that affect many buyers:
- Income limits: Modified Adjusted Gross Income (MAGI) must not exceed: $150,000 (single filer), $225,000 (head of household), or $300,000 (married filing jointly). If you exceed the limit in the year of purchase, you can use the prior year's income instead.
- MSRP caps: Eligible vehicles must have an MSRP at or below $55,000 for sedans, coupes, and hatchbacks — or $80,000 for trucks, vans, and SUVs. Many higher-end EVs do not qualify.
- Final assembly requirement: Vehicle must have final assembly in North America (US, Canada, or Mexico). Many foreign-assembled vehicles do not qualify — check fueleconomy.gov for the current list.
- Credit amount: $3,750 for meeting battery mineral requirements + $3,750 for meeting battery component requirements = up to $7,500 total. Check IRS.gov for the current qualifying vehicle list.
- Used EV credit (Section 25E): Separate $4,000 credit for qualifying used EVs. Income limits are lower: $75,000 single, $150,000 joint. MSRP cap of $25,000. Vehicle must be at least 2 years old.
Tribal Member Incentives
Fort Mojave tribal members may access additional programs beyond federal credits: California Clean Vehicle Rebate Project (up to $4,500 for low-income), DOE Office of Indian Energy resources, and potential AMPS/AHA-MACAV Power Service rate incentives for home EV charging. Contact AMPS directly for current tribal utility incentives.
Tribal Member Incentives
Fort Mojave tribal members and community residents may access additional programs:
- DOE Office of Indian Energy: Hosts webinars and resources specifically on EV adoption for tribal communities, including information on charging infrastructure that supports EV purchase decisions.
- California Clean Vehicle Rebate Project (CVRP): The original CVRP ended in 2024. Replacement programs include the Clean Vehicle Assistance Program at cleanvehiclegrants.org — up to $5,000 for income-qualified CA residents.
- Tribal utility incentives: AMPS and AHA-MACAV Power Service may offer rate incentives for tribal members installing home EV charging. Contact AMPS directly.
